Carl Wilkins

Carl L. Wilkins, PE, Director - Renewables and Energy Efficiency, Quanta Technology Expert, has more than 30 years of electric utility industry in a variety of managerial, research and consultative roles experience. Combining experience in engineering, sales, marketing and project management with applied technical skills, he brings a wide array of talents to the renewable team. He is involved in the development of services in areas of renewable portfolio standards, renewable business case development, carbon strategies, renewable engineering and design, system planning and analysis and EPC services. Currently, Wilkins is developing new strategies for implementing renewable energy, planning and energy efficiency programs for utilities.

Prior to joining Quanta Technology, Carl served at Advanced Energy as the Director of Utility Services where he managed the senior management relationships and the delivery of energy efficiency and renewable energy services to electric utilities. He led a project team that developed a comprehensive proprietary report for the state of North Carolina to roll out energy efficiency (EE) and demand-side management (DSM) programs. Carl led a cross functional team that included the Governor's office, the North Carolina Utilities Commission, Duke Energy, Progress Energy, Environmental Defense Fund, Z Smith Reynolds Foundation and the Manufacturers and Chemical Industry Council (MCIC) of North Carolina. Carl was the lead facilitator for Duke Energy's customer collaborative process to develop its portfolio of EE and DSM programs, which contributed to the development of a cost recovery model that put EE on a more equal footing with new generation - a position ultimately endorsed by the North Carolina legislature. Carl's work was recognized and featured in Duke Energy's 2007 Summary Annual Report. He has worked with utilities in areas of smart utility grid, plug-in hybrid electric vehicles and policies to address climate change and environmental sustainability.

Carl was the chief architect in the design, coordination and development of North Carolina's green power program, NC GreenPower, the first statewide green power program where all electric utilities in the state agreed to collaborate and use one marketing campaign. Carl provided mediation between the utilities, independent power producers and various public entities, while keeping the NC General Assembly informed. As manager with Progress Energy Carl had responsibility for national accounts, military, federal and state government accounts. Previous positions with Progress Energy include division marketing, distribution automation R&D, AMR, customer support and DSM technology research. Carl's proprietary research and field studies led to the development of Progress Energy's first Time-Of-Use and appliance load control tariffs filed with the NC Utilities Commission. Carl conducted extensive research in end-use load characteristics and modeling ranging from advanced water heaters, air conditioning and thermal storage space heating. The introduction if distribution power line carrier AMR and SCADA at Progress Energy occurred under Carl's leadership in Distribution Automation while working on a joint EPRI and Westinghouse research project. Carl pioneered communications with grid devices using wireless technologies, power lines and wide area networks working with several vendors and protocols.
